Gray&amp;#039;s argument is that cyborg technologies are not primarily medical or technical developments but &amp;#039;&amp;#039;&amp;#039;political&amp;#039;&amp;#039;&amp;#039; ones, because they alter what a citizen is — and that the alteration is proceeding without any of the deliberation that constitutional questions normally attract.&lt;br /&gt;

The book surveys the territory: prosthetics and implants; reproductive technology and the redefinition of parenthood; genetic screening and modification; psychopharmacology; the militarised body; and information systems that constitute a person as a record before they constitute them as a subject. In each domain Gray&amp;#039;s question is the same one — who decides, who benefits, who is left out of the category of full citizen when the category is being rewritten by procurement and product decisions.&lt;br /&gt;

===The Cyborg Bill of Rights===&lt;br /&gt;
The book&amp;#039;s most concrete contribution, deliberately drafted in constitutional register — Gray&amp;#039;s point being that these questions deserve the form of settled rights rather than the form of terms of service. Its articles cover freedom of electronic speech, of consciousness, of information and of assembly; the right to &amp;#039;&amp;#039;&amp;#039;bodily integrity&amp;#039;&amp;#039;&amp;#039; and the right to &amp;#039;&amp;#039;&amp;#039;refuse modification&amp;#039;&amp;#039;&amp;#039;; the right to know what has been done to one&amp;#039;s body and what data it produces; and — the article that has aged most sharply — a right to privacy framed as control over one&amp;#039;s own informational traces.&lt;br /&gt;

Gray does not present it as legislation ready to file. Its function is to make visible that these are rights questions at all, and that leaving them to be settled by default is itself a decision.&lt;br /&gt;

The book&amp;#039;s breadth is also its weakness: it covers a great deal at moderate depth, and the Bill of Rights has been criticised as more manifesto than jurisprudence, with little account of enforcement or of conflicts between the articles. Its virtue is that nobody else attempted the exercise, and two decades of subsequent developments — neural implants, genetic editing, biometric identity systems, employer health monitoring — have made the questions it raised considerably more urgent rather than less.&lt;br /&gt;

This is the field&amp;#039;s political text. Where most cyborg writing is descriptive or celebratory, Gray&amp;#039;s question is consistently about authority: who authorises a modification, who can refuse one, and who owns what a body produces.&lt;br /&gt;
