Here's a link to sign up for Dreamhost where you can install MediaWiki really easily.
Summary: Dreamhost is a hosting company. It will cost less than $100 per year to register a domain and for the hosting. MediaWiki is the software that powers Wikipedia and many other wikis. This is free software and can be installed on any server After you install MediaWiki, you'll have to edit the LocalSettings.php file to prevent people from registering accounts.
